Notice of Availability of a

Draft Program Environmental Impact Report

for the

Sustainable Santee Plan: The City’s Roadmap to Greenhouse Gas Reductions (SCH# 2017081030)


A draft Sustainable Santee Plan and draft Program Environmental Impact Report (“DPEIR”) are available for agency and public review and comment from March 15, 2019 to April 29, 2019.

The proposed Sustainable Santee Plan provides policy direction and identifies actions the City and community will take to reduce the generation of greenhouse gas (GHG) emissions consistent with State of California goals and targets.  A variety of State-level actions including California Assembly Bill 32 (AB 32), Executive Order S-3-05 (EO S-3-05), Executive Order B-30-15 (EO B-30-15) have set goals and targets to reduce mass GHG emissions to achieve an 80% reduction in 1990-level GHG emissions by the year 2050. Intermediate goals and targets, set by the State of California, include reducing GHG emissions to 15 percent below 1990 emissions by 2020 and 40 percent below 1990 emissions by 2030. The plan would also work to achieve per-capita GHG emission levels by 2030 in conformance with Senate Bill 32 (SB 32) and the California Air Resources Board 2017 Scoping Plan.
