Traffic, Streetlights & Signals

The Traffic Engineering Division strives to improve safety and efficiency on Santee’s roadways for vehicles, bicycles and pedestrians. Traffic Engineering oversees a wide variety of transportation and traffic-related activities including: 

  • Traffic signal management (design, operations, and timing)
  • Streetlights
  • Traffic signs
  • Establishment of speed limits
  • Roadway striping/markings and curb painting
  • Traffic data collection (volumes, collision analysis, vehicle speeds)
  • Processing traffic control plans for construction activities within the right-of-way
  • Review of private development projects
  • Truck routes and moving/haul permits
  • Capital Improvement Projects
  • Respond to traffic-related public complaints and requests

Report Traffic, Streetlight or Traffic Signal Problems

To report a problem involving streetlights, traffic signals, traffic signs, pavement markings, curb painting, speeding or other traffic safety concerns:

Collect Information: Give Us the Details

  • Define the problem (e.g. traffic signal malfunction or timing issues, need for traffic signs, pavement marking requests, etc.)
  • Street light issues such as light out, cycling on and off, or staying on all day.
  • Note the time (i.e. time and day when the problem was observed).
  • Identify the location, including street name and nearest cross street or address.
  • Provide your name (including spelling) and daytime phone number.

Reporting

City staff will conduct a field investigation and make adjustments and/or issue work orders as appropriate. You will be notified about the results of our investigation.

Active Santee Plan

The Active Santee Plan (ASP) is the City of Santee’s Active Transportation Plan. The ASP focuses on enhancing the safety and comfort of existing pedestrian and bicycle facilities, identifying needed improvements to the system, as well as increasing connectivity to key attracting land uses such as schools, employment centers, retail districts, and recreational areas.

Mobility Element

The Mobility Element serves as an update to the General Plan’s Circulation Element, intended to provide a vision and framework for the development of the City’s transportation network through the year 2035, while assuming full buildout of the current General Plan land uses. The purpose of the Circulation Element is to identify policies and programs to promote the effective use of transportation facilities to efficiently and safely move people and goods throughout the City.

Traffic Control Plans

Construction in the city can inconvenience residents and travelers. The Traffic Engineering Division reviews traffic control plans to balance the safety of construction workers with the need to minimize delays for drivers. Traffic control plans shall follow the Manual on Uniform Traffic Control Devices California Edition (MUTCD) and the San Diego Regional Standard Drawings

Santee VMT Analysis Guidelines

The Santee VMT Analysis Guidelines provide guidelines on vehicle miles traveled transportation impact analyses.

Guidelines for TIS in the San Diego Region

The Guidelines for TIS provide guidelines on transportation LOS analysis in the San Diego region.

Santee Traffic Analysis Intake Form

The Traffic Analysis Intake Form was developed to be submitted with all new development projects.  The purpose of the form is to help determine what traffic analysis will be required when for development projects. The form reviews the need for both Vehicle Miles Traveled (VMT) Analysis and Traffic Study Level of Service (LOS) Analysis.
