Land Use Element Update
Shaping Santee's Future Together
The City of Santee is updating its Land Use Element, which is one of the seven elements of the City’s General Plan. The Land Use Element specifies the location of different types of development – such as living options, businesses and employment, parks, and public facilities – that will be built over the next 20 years. In coordination with all of the General Plan elements, the Land Use Element provides a guide for the future development of the city.
Why Now
The current Land Use Element for the city is outdated – it was last updated in 2003 and was meant to guide growth only until 2020. Since then, Santee has grown and changed, and we need a plan that reflects today’s needs.
Updating the Land Use Element will help us:
• Offer a wider variety of living options to meet diverse community needs
• Improve transportation choices
• Enhance parks, open spaces, and public facilities
• Support local businesses and job opportunities
By focusing future development near the city’s core and major roads, we can create vibrant, walkable neighborhoods where people can live, work, shop, and enjoy recreation — all within close reach. The Land Use Element will ensure that future development is compatible with what we love about our community while allowing us to meet the needs of our residents.

- General Plan (listed under Plans)
- The General Plan serves as a long-term policy guide for physical, economic, and environmental growth. It is a statement of the community's vision for ultimate growth. State law requires that every city prepare and adopt a comprehensive long-range plan to serve as a guide for the development of the community.
- Current Land Use Element & Map
- The Land Use Element is one of the seven mandatory elements in the General Plan. It is intended to be the guide to the ultimate pattern of development in the community. It specifies the location, type and amount of housing, commercial services, industrial uses, parks and public facilities and open space that will comprise the City at buildout. In practice it is the most visible and often used element in the General Plan.
- Land Use Zoning Code
- The Land Use Code provides detailed standards for the development and use of land, including what types of uses are permitted in particular zones, minimum lot sizes, height restrictions, building setbacks, parking requirements, wall heights, sign criteria and other standards.
